Gail Achterman is a leading state and national natural resource and environmental expert with policy-making experience at the state, local and federal level. Gail also serves on the Oregon Transportation Commission and serves on the advisory board of the Klamath Basin Rangeland Trust. Before joining the Institute for Natural Resources, Gail served as Executive Director of the Deschutes Resources Conservancy, a non-profit organization dedicated to watershed restoration. She practiced law for 18 years with Stoel Rives LLP and served as Governor Neil Goldschmidt’s Assistant for Natural Resources.

Gail also serves as an adjunct professor in the Department of Forest Resources.

Julie is the Administrative Assistant for the Directors of the Institute for Natural Resources and the Institute for Water & Watersheds, and manages the business office for both institutes. Julie assists with all facets of the program including assisting the Principal Investigator in implementing all phases of special projects such as research proposals, research projects, and workshops and training sessions. Before joining the INR, Julie worked in the College of Oceanic & Atmospheric Sciences for the Native Americans in Marine & Space Sciences Program & Diversity Internship Program. Prior to that time, she worked for the Zoology Department in the Aldo Leopold Leadership Program.

Before coming to INR, Lisa worked in international development and training. With the Universities Partnership for Transboundary Waters she worked in international conflict resolution with regard to freshwater resources. Prior to that she was with the Office of International Research and Development. Lisa's research interests include environmental policy and decision-making, citizen participation, evaluation, and human dimensions of environmental risk.

Since 1986, Jimmy Kagan has been the Director of the Oregon Natural Heritage Program where he oversees botanical and ecologic inventories for Oregon. Jimmy also worked for The Nature Conservancy for several years as the staff ecologist and botanist. His research interests include biodiversity planning and management.

Before coming to INR, Sally worked as a Research Associate in the Department of Forest Resources at Oregon State University. Sally's research interests include connections between humans and their natural resources, in particular the intertwined roles of science, communications, and social acceptance of resource management.

Shawn has been at OSU since 1996 where he started work in Conferences and Events. In 2003 he began work for the Center for Fish Disease Research with grants and contracts, invoicing, and feeding the fishes. His outside interests involve computers, geocaching, and underwater hockey.

Sue comes to INR having worked with local, state and federal agencies, as well as non-governmental organizations, on land use planning, natural resource policy and management, and collaborative decision-making. Her research interests include natural resource management networks, natural resource governance, and interagency/intergovernmental dynamics for integrated resource management.

Todd has 20 years of experience as a hydrogeologist specializing in groundwater development and source water protection with emphasis in fractured rock and karst terranes. With professional licenses as a Certified Engineering Geologist and Certified Mediator, his interests include transboundary aquifers, environmental conflict resolution, and education in water science and policy.

Jeff Behan’s research interests include wildland recreation policy, public lands policy and environmental policy. Before joining INR, Jeff worked at the Grand Canyon Monitoring and Research Center and as a land management policy consultant. Jeff teaches classes in the Forest Resources Department, OSU College of Forestry.

Renee is on a job rotation with the Oregon Watershed Enhancement Board until June 2009. Her background and interests include watershed assessment and planning, scientific writing, the application of science to inform decision-making and terrestrial ecology. Before joining the INR, Renee was Policy and Outreach Coordinator with the Partnership for Interdisciplinary Studies of Coastal Oceans, a university-based research consortium focused on coastal-ocean research and policy-relevant outreach.

Kuuipo's research interests include marine and coastal geographic information systems, particularly spatial analysis, metadata and web GIS. Kuuipo has been working on creating a managed area/stewardship map for Oregon which was recently used for analysis in ODFW's Comprehensive Wildlife Plan. Before joining INR, Kuuipo was Data/Metadata Librarian in Dawn Wright's Seafloor Mapping Marine and Coastal GIS Laboratory. Kuuipo is a founding member and Chair of the Oregon Chapter of the Society for Conservation GIS.

Sue has worked for the Oregon Natural Heritage Information Center for the past twenty two years. As the Botany Data Manager, Sue is responsible for information relating to the rare vascular plants in the state and for the maintenance of the general data system. Sue worked and volunteered with Jean Siddall and the Oregon Rare Plant Project for five years prior to joining the Oregon Natural Heritage Program of The Nature Conservancy.

Eleanor is the Zoology Projects Manager for the Oregon Natural Heritage Program. She currently coordinates a multi-agency project to monitor snowy plovers along the Oregon coast. Recent projects have included working on a Habitat Conservation Plan for Oregon Parks and Recreation Department, and developing wildlife distribution maps for ODFW's Comprehensive Wildlife Plan.

John's specialties are wetland community ecology, bryophytes, and historical ecology. His major duties include wetland vegetation classification and conservation, tracking statewide occurrences of rare nonvascular plants and rare wetland plant associations, and mapping and documenting historic vegetation in Oregon. He has worked for the Oregon Natural Heritage Information Center since 1989.

Arne's current projects include identifying and mapping distributions of imperiled species and communities on landscapes privately owned and managed for timber harvests. He is also working on mapping riparian vegetation in northeastern Oregon. Arne was raised in Toronto and has worked as a field biologist in British Columbia, Oregon, Wyoming, Utah, and Colorado since 1993.

Originally from France, Claudine has been living in the United States since 1991 and working as a GIS Analyst for the past 10 years, using ArcView, Arc/Info and ArcGIS. An ORNHIC employee since 2000, Claudine has been working on creating two broad-scale, multi-source GIS layers for Oregon: a map of historical (pre-settlement) vegetation, and a map of current vegetation, that were recently used to generate wildlife-habitat models for ODFW's Comprehensive Wildlife Plan. Her research interests include wildlife-habitat relationship models and landscape-scale analyses.

Eric is responsible for managing zoology and wildlife data for the Oregon Natural Heritage Information Center, including ensuring the quality of the animal and invertebrate portion of the databases, and for making sure that information is available to cooperators. His research interests include sensitive species conservation issues, avian ecology, and habitat restoration. Eric also worked for the US Fish and Wildlife Service as a Wildlife Biologist.

As the Information Systems Manager and Environmental Review Biologist, Cliff is responsible for distributing data to environmental consultants and public agencies for environmental reviews and maintaining information systems for ORNHIC.

Since 1997, David has been working with the Heritage Program and monitoring the Western Snowy Plover, a small shorebird that lives and breeds on the west coast of the US from Washington to Baja California, and also breeds at inland locations in the Great Basin. David is part of the Western Snowy Plover Working Team, has been involved in several other projects that have impacts on plovers including the New Carissa removal project, the proposed Liquefied Natural Gas plant in Coos Bay, the proposed container facility in Coos Bay, and the Oregon Parks and Recreation Department’s Habitat Conservation Plan for the Snowy Plover.

Lindsey organizes and enters information into the Oregon Natural Heritage Information Center's database and GIS systems and distributes this information through data requests. She also designs and manages Access databases for various Heritage projects and helps maintain the ORNHIC website. Lindsey began work at ORNHIC as an AmeriCorps volunteer through The Nature Conservancy.

Emi is in the Master of Public Policy program at Oregon State University, and her research topic is the comparative study of environmental policies between the U.S. and Japan. Her research interests include environmental policy, environmental behavior, waste management, sustainable community, and management of environmental organizations.
